David Amess said in 1983 and 1987 he didn&#039;t have any councillors in his seat even in the respective May elections.

He did pick up 3 in 1991, before the 1992 GE.</description>

		<description>I think Birmingham Edgbaston elected all Tories in 1996 but was still lost to Labour in 1997,
but maybe you&#039;re requiring a full slate of councillors across the 3 years by a different party to that which gains the seat, as the condition for a track record of this happening.
I&#039;m sure there are several other examples aswell.

Didn&#039;t the LDs have all the councillors in Congleton at one time?
Also, of course Twickenham saw a clean sweep by the Lib Alliance in 1986 only for the Tories to increase majority in 1987.</description>

          I suspect there may well be other seats which are won by Labour in this election which currently have no Labour councillors, although not many.</description>

		<description>No there was never a full slate of Labour councillors there. The old Bostall ward was safely Tory until it was gerrymandered into Lesnes Abbey which Labour could win (but that wasnt until 2002)</description>
